Notice to Bidders - 2026 Pavement Marking Program

Sealed bids will be received by the City of Avon Lake (the City) until September 10, 2026 at 10:00 AM at City Hall, 150 Avon Belden Road, Avon Lake, Ohio 44012, and will be opened and read publicly immediately thereafter, for the following project:

In accordance with the Specifications prepared by Bramhall Engineering and Surveying Company (the Engineer), the project consists of placing traffic paint and pavement markings within the corporation limits of the City of Avon Lake.

Copies of the Contract Documents may be obtained from City of Avon Lake, Ohio at 150 Avon Belden Road beginning August 27, 2026 at 10:00 AM and during regular business hours, thereafter. Cost of Contract Documents are Forty Dollars ($40.00). Checks are to be made payable to the City of Avon Lake and are non-refundable.

There will be no Pre-Bid Meeting held for this project.  All questions by prospective bidders concerning this project shall be directed, in writing, to the Avon Lake City Engineer, Stewart Lovece, P.E., P.S. by e-mail to slovece@avonlake.org.

The City of Avon Lake is a governmental agency, exempt from any Local, State and Federal sales taxes.

Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid Security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said Surety. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. All contractors and subcontractors involved with the project will to the extent practicable use Ohio products, materials, service and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative code Chapter 123 is required. The Owner intends and requires that the project be completed by no later than November 20, 2026. Bidders must comply with the prevailing wage rates on Public Improvements in Lorain County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614) 644-2239. If the City determines to award the contract, the City will award it based on the lowest and best bid as determined in the discretion of the City. The City reserves the right to reject any and all bids and to waive any informalities or irregularities therein.  Bidders must purchase plan and bid documents from the owner to be considered an eligible bidder.
