In 2025, the City of Avon Lake engaged Pavement Management Group (PMG) to evaluate every roadway segment using the Pavement Condition Index (PCI), a nationally recognized rating system developed by the U.S. Army Corps of Engineers (ASTM D6433) to indicate the general condition of roadway segments. The City maintains 112 centerline miles of roadway. Each road segment received a PCI score from 0 to 100. Higher PCI scores typically require lower-cost preventative treatments (e.g., crack sealing), while lower PCI roads require more extensive and costly repairs (e.g., reconstruction).

Roadway systems naturally deteriorate over time. Using the PCI scoring system allows the City to:
- Match repair strategies to roadway condition.
- Make data-driven decisions regarding roadway repair and maintenance.
- Plan maintenance over time.
- Prioritize investments across the roadway network.

Many Avon Lake roads remain in good condition and fall within the preventive maintenance range (a score of 50 or above). However, portions of the system have progressed beyond minor surface treatments and have been identified for more significant repair strategies to maintain long-term functionality.
The City of Avon Lake is facing an estimated $48 million backlog of road work, including:
- An estimated $24 million (50%) is needed for roads rated at a PCI of 45 or lower (poor or failed condition).
